9to5 Colorado has been organizing for nearly 4 years to push public transit authorities to provide riders who make 200% of the poverty line a transit pass that would be 50% the cost of regular fares (similar to a senior or student pass). 

RTD is a public agency with an elected board – but it continues to let down tax-payers, riders and its mission to create an accessible and equitable transit system.
