This year we are celebrating major wins for housing justice as Governor Polis signs two important renters’ rights bills into law: For Cause Eviction (HB24-1098) and Safe Housing for Residential Tenants (SB24-094).
HB24-1098 ensures tenants are only evicted when landlords have concrete grounds (For Cause), such as nonpayment of rent or lease violations. The bill also defines no-fault evictions – an eviction where a landlord wants to renovate, repair, convert, or demolish a unit or if they want to move in or have immediate family move into the home. In all cases, landlords will be required to provide clear and sufficient notice to tenants in all evictions. Passing this bill was a multi-year fight for the Colorado Homes for All coalition and this win is a big moment for us.
SB24-094 establishes clear guidelines between landlords and tenants to uphold the current warranty of habitability law. It provides clarity to repair timelines and simplifies the process for tenants to bring maintenance concerns to their landlord. The goal of this policy is to ensure tenants can reside in safe and habitable units and hold their landlords accountable to this bare minimum responsibility.
