"The Mayor of the City of Los Angeles is given the responsibility by the City Charter to develop a budget plan that must be presented for City Council consideration by April 20th of each year.

This year, the City of Los Angeles will be challenged by many issues, including declining revenues, increased service demands, and soaring City pension contributions.

As we begin the planning process for Fiscal Year 2010-11, I invite you to help me develop my proposed budget by participating in the Los Angeles Budget Challenge where you will be asked to make some of the tough choices necessary to balance the City's budget."

These extraordinary circumstances demand a fresh approach, shared responsibility and sacrifice, and the willingness to make lasting changes that put L.A. on a permanent track to a sustainable future.  Shared responsibility and sacrifice is already at work in the homes and businesses across Los Angeles.  Working families are stretching and cutting.

Employees in the private sector are working fewer hours or taking pay reductions to maintain their jobs and the jobs of their coworkers.  Families are reaching out and taking in their relatives in need.  These are difficult choices, but the sense of shared responsibility and sacrifice is the only way to weather this economic crisis together, and to emerge stronger when we recover.
